REACH REGULATION concerning the Registration, Evaluation, Authorization and Restriction of Chemicals, shorten as REACH, is chemical regulatory system founded by EU, which was officially executive from June 1st, 2007.  REACH is a regulation that should ensure a high level of protection of human health and the environment as well as the free movement of substances, on their own, in preparations and in articles, while enhancing competitiveness and innovation.

On January 15, 2019, ECHA officially added six new substances in the 20th batch to the SVHC list. At present, the list of substances authorized by REACH has been increased to 197, a total of 20 batches. Companies have a legal obligation to apply substances from the candidate list to mixtures or items. According to article 33 of the obligation to convey information about substances in articles in REACH, for any goods producers or importers, distributors, If the substance contained in the article conforms to the substance type defined in article 57 and article 59.1 (SVHC), and the content is more than 0.1% (w/w), should provide enough information to consumers, including allowing safe use, at least the name of the material, relevant information should be provided free of charge within 45 days. For substances and mixtures, REACH requires that safety data tables (SDS) be provided for hazardous substances and mixtures, non-hazardous mixtures that meet certain conditions, and certain substances and mixtures specified in the regulations. In cases where SDS are not required to be provided, other information relating to compliance with the regulations shall also be conveyed. Notification is the requirement of REACH for SVHC candidate substance in articles, according to the provisions of clause 7.2 of the REACH regulation, If any of the substances on the SVHC candidate list are present in an article at a concentration of more than 0.1%(w/w) and the amount of the substance released into the eu market exceeds one ton per year, the manufacturer or importer of the article must complete notification to the ECHA within six months
